A quick google shows that the Power family or Irish decent use as their motto "Per crucem ad coronum" which everyone knows ;) translates to "Through the cross to the crown" so this could be an Irish piece. This motto is also used by St Andrews Church of England school in London which opened in 1861 so its possible that the wearer had something to do with
