it is spring loaded so pull out the metal clamp then mount the pencil in the metal clamp then you can just turn the crank and the the spring draw the pencil into the cutter

It would be worth saving but it does need some work

Recovered from an abandoned writing store that closed up right around the end of the war. Graph paper is very popular in Germany, its like their version of our typical ruled notebooks. They do have ruled notebooks, but even when I was in school over there we all used graph paper for everything. I greatly enjoyed that as I normally use notebooks for technical drawings so I fit right in.
